Description

Every year, the Chief Public Health Officer of Canada (CPHO) is mandated to provide the Minister of Health with an independent report on the state of public health in Canada. These reports seek to raise the profile of public health issues, stimulate dialogue and inform action to improve and protect the health of people living in Canada.

This year, the 2023 CPHO Annual Report, entitled Creating the Conditions for Resilient Communities: A Public Health Approach to Emergencies, is focused on mobilizing public health systems in Canada to apply a health promotion approach to public health emergency preparedness and response. The objectives of the report include demonstrating the existing and potential contributions of health promotion approaches, including healthy public policies, supportive environments and community action, to public health emergency preparedness and response.

This funding opportunity will catalyze the research opportunities identified in the CPHO’s Generating Knowledge for a Health Promotion Approach to Emergencies document, with a portion of funding reserved for Early Career Researchers. It builds on the Institute of Population and Public Health’s (IPPH) previous Catalyst Grant competitions stemming from the two most recent CPHO reports, A Vision to Transform Canada’s Public Health Systems (2021) and Mobilizing Public Health Action on Climate Change in Canada (2022).

Applicants are required to ensure equitable access of diverse peoples, including First Nations, Inuit and Métis, to opportunities available within the research teams that will be established with program funding. This includes ensuring the research environment is supportive and any systemic barriers are addressed effectively and swiftly (see the Best Practices in Equity, Diversity and Inclusion in Research for guidance and examples on systemic barriers).

Generating evidence on pressing public health issues can benefit from a range of research designs, theoretical frameworks, and methodological approaches. Interdisciplinary studies, Indigenous methodologies and the application of novel approaches are welcome.

Research Areas

This funding opportunity will support projects relevant to the following research areas:

  • General Pool: Funding will support population and public health research on the knowledge generation opportunities identified in the companion document of the 2023 CPHO Annual Report that specifically apply health promotion approaches to public health emergency preparedness and response.
  • Centre for Research on Pandemic Preparedness and Health Emergencies: In addition to meeting requirements of the General Pool above, applications must align with the Centre’s mission, and must indicate in the relevance form how the research advances the Centre’s objectives
  • Institute of Aging: In addition to meeting the requirements of the General Pool above, applicants must align with the mandate and strategic areas of the Institute of Aging’s Strategic Plan.
  • Institute of Gender and Health: In addition to meeting the requirements of the General Pool above, applications must align with the mandate of the Institute of Gender and Health, and explicitly incorporate an intersectional lens with sex, gender and health research.
  • Institute of Indigenous Peoples’ Health: In addition to meeting the requirements of the General Pool above, applications must align with the mandate of the Institute of Indigenous Peoples’ Health, and demonstrate meaningful and culturally safe involvement of Indigenous Peoples in the research.
  • Institute of Infection and Immunity: In addition to meeting requirements of the General Pool above, pool applications must align with the mandate of the Institute of Infection and Immunity.
